Louisiana Energy Efficiency Programs

The Louisiana Public Service Commission established the Louisiana Energy Efficiency Program via General Order dated January 8, 2026 (“LEEP General Order”). The LEEP General Order provides mandatory rules that jurisdictional investor-owned electric utilities and Group 1 gas utilities must adhere to for implementation of energy efficiency programs for their respective customers. The LEEP Programs began January 1, 2026 and run on four-year budget cycles for each utility.

The LEEP General Order also established an Energy Efficiency Program for public entities. The Public Entity program is distinct from the utility-led programs and is managed by each Commissioner within his respective district.

Pursuant to the LEEP General Order, the Commission established the LEEP Energy Efficiency Working Group (“EEWG”) in order to have collaborative discussions, not only with the participating utilities, but also with stakeholders on continued review and development of energy efficiency with Louisiana, including on program development, lessons learned, and potential revisions to the LEEP General Order. Prior to the Commission’s adoption of the LEEP General Order, the Commission authorized an energy efficiency program known as the “Quick-Start” Program that was a voluntary energy efficiency program for the jurisdictional electric and gas utilities. The three investor-owned electric utilities participated from the beginning of the Quick-Start Program, and Atmos Energy began participating in 2022.
